Rear Axle Spacers - Which Goes Where?

The pictures in the service manual and repair manual are not clear enough for me to determine which of these spacers mounts on the wheel and which goes into the frame where the axle nut is.

It appears that the longer on goes in the frame and the shorter one goes into the wheel. It sticks out about 1/8th of inch. Having trouble getting the caliper in place - that space is tight.
 
The outside brake pad does not stay in place, this part of my problem. The end without the pin moves all over the place, causing interference.
 
I'm gad I am a stubborn guy. Figured out the problem with the brake pad. Wheel and brake caliper are happy and installed correctly. Cannot get both side of the rear fender under the edge of the saddlebag. One side in, one side out.
 
inside saddle bags are bolts that you can back off from being tight, (3) per side. that will help in slapping that rear fender back in the groove and slot

with this and other questions, would be good to have a service manual. with my wrecked 700, i can send you this with just postage. its about 1 1/4 thk, or you can find online PDF digitial form

I had the fender completely off to work on the tire installation. I did not install any fasteners before trying to get the edges of the fender under the edge of the saddlebags.

I thought about what you said and it made sense - I will remove the fender screws on the one side, loosen the saddlebag screws a bit on that side and try to get that side of the fender under the saddlebag where it belongs. Thanks!
